I want to file my taxes but I have a judgement against me from a VA court due to wrecking a rental vehicle. ?

At this point I have received a letter from DMV suspending my license until I set up payment b/c it's over $ 8,000.00 so I don't have that & then pay reinstatement fee. Does anyone know if they would intercept my taxes for that? I have called the county that I owe and have to keep leaving a message for the financial manager so I could ask her directly but I'm not getting a return call back? Can someone help please. Or their any web site or number I can call to see if a lien is on my taxes?
