To make a SLC how much flour and water do I need to make a paste?

I want to make a short leg cast and I can't use paper m�ch� of anything so I am using flour. The only problem is that I don't know how much flour to put in how much water and can you dip the paper into the flour and water and just stick it on and also after a while will the cast go hard?
