I read somewhere that its ok to kill a scotsman within the city walls of york if he has a bow and arrow. any?

I've heard that one, my friend has a book full of stupid laws. I've also heard the one about being able to shoot a welshman with a crossbow on a Sunday, I can't remember where though.
